我认为是有必要的,
yes it is necessary.
Because a language learner must learn how to speak it.If one can get very high marks on written test but he or she cannot speak,it is a failure on education...

I think Yes, because only paper work can not determine how good you are, an appropriate degree of face to face communication is essential.
The question on the paper can tell others how good is your grammar or other basic knowledge, but the spoken English is very different from written English.
The way of your writting can not be used entirely when speaking to an english speaker.
Therefore a test of spoken english can help others to judge your communication skills right from your mouth which can not be revealed from ordinary paper tests.
